Borough bailiffs and serjeants were the town's executive officers, serving summonses, making arrests, seizing goods for debt and carrying out the orders of the borough court. In many towns the bailiffs were themselves the chief officers of the borough alongside or instead of a mayor, while serjeants did the legwork. The serjeant's mace was his badge of office. They were often unpopular, but indispensable to a self-governing town.
