In their time

Tolls were charged on goods entering markets and towns, crossing bridges and using certain roads, under grants from the crown or a lord. The right to collect was often 'farmed' out: someone paid a fixed sum for it and kept what they gathered. Collectors stood at gates, bridges and market entrances, and disputes over who was exempt, such as burgesses of chartered towns, were a constant source of friction. Turnpike tolls on roads came much later.
